The scale of the problem
The operator works within a highly complex multi-stakeholder environment. More than 40 public and private organizations need to exchange data securely and reliably across critical national infrastructure, and tens of thousands of users and businesses depend on the platform daily with high availability requirements at national scale. New partners need to be integrated efficiently as the ecosystem grows, without fragmenting the system or eroding consistent standards.
